Ursula (The Little Mermaid). The way that Ursula tricks Ariel into giving up her voice is somewhat impressive, though it is still incredibly evil nonetheless. She prays on the young mermaid's naivety without the slightest bit of regard for the potential consequences of her actions and uses the situation to further strengthen her power and influence under the sea.
